The trade-off for a cloaking device is that it cannot be used at the same time as deflector shields, a weakness that could often be exploited by tracking the cloaked ship by unconventional means (exhaust, warp signature, etc.). It would also make fairly boring exterior shots... nothing but starscapes... unless they did a weird LOTR style ethereal plane view... but that would just be too goofy :)
I still haven't gotten tired of these.

"Elaan of Troyus" last week was AWESOME! Can't wait for the HD discs, as it felt like they actually cut the battle sequence down a bit for time. It's cool they're including at least one Romulan BOP with the rebranded Klingon vessels.

And if I haven't noted it here before, one of the great treats of the remastering project is seeing Trek eps that I've seen dozens of times before with fresh eyes. Dunno why; perhaps I'm paying more attention to check out the uprated effects. Regardless, one thing I'm convinced of: pretty much NOBODY gives Shatner enough credit for being a REALLY good actor. Sure he nibbles on the scenery ever so often, and the halting...formofhis...dramatic ...speech pattern is all too easy to lampoon, but watching Kirk tortuously break away from Elaan's embrace after being caught by McCoy and Spock, and then stumbling and weaving about thereafter like he was waking from a drunken stupor PERFECTLY communicated Kirk's troubling circumstance in the ep. I eagerly look forward to similar revelations from another high point of the third season this weekend!

im not sure if it was ever referenced in the original series but the federation signed a treaty stating they would never use cloaking technology, now why they would sign a treaty like that , only god knows...but the romulans did let them borrow a cloaking device on DS9 when sisko brought the defiant back to the station to fight the dominion

cloaking device in a TNG episode. They signed the Treaty of Algeron.

According to the Star Trek Wiki (Memory Alpha), Gene Roddenberry didn't like the ideas of the Federation "heroes" using a cloaking device to "sneak around."

If I remember correctly, at some point in TNG they explain that the reason why Federation ships don't cloak is because of a treaty -- not because of technological limitations. In fact, didn't the most recent ship in the Series Finale have cloaking capabilities?

Problem is they are all wrong. Hull = the metal skin of the ship Dorsal Surface = "Top" of the ship Ventral Surface = "Bottom" of the ship A starship has no "keel" - it would only be used as a figure of speech.
