Actually, New Line didn't choose to show Gandalf's return in the trailers. The fans did. Peter Jackson had theonering.net run a poll on what the fans wanted to see in the first trailer. Gandalf's return was the big winner, and so it was added. In the site's archived polls you can look it up.
