The new 'cons were designed to be ground-based-- wheels, not wings-- to keep the story on a certain scale. That's another smart touch in what looks more and more to be the movie the original TRANSFORMERS movie perhaps should have been: a smaller, more personal story to introduce the bigger game down the road.
Of course, as we don't see these dudes by the time Shia Lebouf goes looking for a car, SPOILER, I don't put good odds on their survival by the end of the film.
