The second season of “Luke Cage” is underbudgeted and underpowered, with the title character spending too much time offscreen. Too many boring conversations between non-superpowered people and not enough time with Luke beating up gun-toting nogoodniks, I say. Nothing about this season is more tiring than the shitty puns about Misty Knight’s missing arm. The late Reg Cathay ("Oz," "House of Cards") turns up in the thankless role of Luke's estranged father. And it still feels weirdly walled-off from any of the many, many Marvel onscreen universe characters that don’t appear on Netflix.
