“Arrow,” which launched with a 1.3 in the key demo 18 months ago, hit another new personal low of 0.7 last Wednesday. Already renewed for a third season by the CW, “Arrow” was created by Greg Berlanti, the longtime “Dawson’s Creek” showrunner who wrote ABC’s superhero hourlong “No Ordinary Family” and 2011’s “Green Lantern” superhero movie.
