On the trail of missing bodies, Freamon (Clarke Peters) turns to a higher authority after being rebuked by Landsman (Delaney Williams). Carcetti (Aidan Gillen) finds his erstwhile promises of prosperity undermined by the school debt, forcing him to contemplate groveling before the governor in Annapolis. Colvin (Robert Wisdom) approaches a pair of familiar faces - the Deacon (Melvin Williams) and Watkins (Frederick Strother) - to keep his experimental class funded. Bubbles (Andre Royo) considers taking extreme measures to rid himself of his nemesis. Prez (Jim True-Frost) is rankled by Dukie's (Jermaine Crawford) academic promotion; Marimow (Boris McGiver) gets his walking papers; Omar (Michael K. Williams) orchestrates another big sting; Namond (Julito McCullum) and Cutty (Chad L. Coleman) get a firsthand taste of the "new" Michael (Tristan Wilds); Carver's (Seth Gilliam) promise to look out for Randy (Maestro Harrell) ends up looking empty.

As the bodies from the vacants pile up, Burrell (Frankie R. Faison) offers his support to Daniels (Lance Reddick), while admonishing Rawls (John Doman) for crossing him. A distraught Bubbles finds himself at his wits' end after his revenge plan backfires. Proposition Joe (Robert F. Chew) looks to the Co-Op to defray shipment losses, but finds them not-so-cooperative. Attempting to get Namond off the corners, Colvin visits Cutty in the hospital to arrange a prison sit-down with Wee-Bey (Hassan Johnson) about the boy's future. Omar divides the spoils from his latest heist, then hatches an audacious new plan. Carcetti responds to the governor's school-budget offer; Carver tries to buy time for Randy; Dukie has trouble adjusting to his new peers; Marlo (Jamie Hector) gives Michael new responsibilities on an old corner; Colvin and Parenti (Dan Deluca) take their proposal to City Hall; Namond returns to gen-pop; McNulty (Dominic West) looks to pay back a debt he owes Bodie (J.D. Williams).
